This article analyses the doctrine development of the People’s Liberation Army (PLA) coping with the Soviet military threat between 1969 and 1989. In the 1970s, the PLA applied a doctrine of ‘active defence and luring the enemy into depth’ based on its traditional operational art. In 1980, the PLA decided to focus its doctrine on positional defence. In 1986, the PLA introduced ‘integrated operations and prioritised strike’, a generalised doctrine that originated from its war history. Many organisational and intellectual challenges in peacetime doctrine development contributed to the PLA’s operational idealism, including its aging leadership, command structure, attitude towards its previous experience, limited analysis of contemporary military developments, and failure in test and validation of doctrines. In the post-Cold War decade, many of these challenges persisted in spite of military modernization efforts. The ongoing military reform has to address these challenges and improve the PLA doctrine development in peacetime.  相似文献

Several years ago, Ward Wilson presented in this journal a wide-ranging challenge to what every generation of national security scholars and practitioners since the end of World War II has been taught about nuclear weapons. He asserted that nuclear deterrence amounts to far less than its proponents have claimed and provocatively suggested that nuclear deterrence is a myth. Relying upon both empirical and theoretical objections to nuclear deterrence, he concluded that its failures were clear-cut and indisputable, whereas its successes were speculative. Yet in spite of a flourishing trade in scholarly articles, think tank reports, blog posts, and opinion pieces concerning nuclear deterrence, nobody—including nuclear weapons scholars—has ventured more than a limited critique of Wilson's essay. There are, however, serious shortcomings in Wilson's arguments—deficiencies that make his essay an unpersuasive brief against nuclear deterrence. Wilson's thesis could be correct. His arguments, however, are unlikely to persuade any skeptical members of Congress, upon whom future progress in arms control depends, to reconsider the value they attach to nuclear weapons and nuclear deterrence.

Based on unique empirical data, including interviews with smugglers of radiological materials and the investigators who track them, this article discusses nuclear smuggling trends in the former Soviet republic of Georgia. Smuggling in Georgia mainly involves opportunist smugglers and amateurs, as opposed to professional criminals and terrorists; however, this does not mean that radiological smuggling is devoid of professionalism or organization. The article demonstrates that professional criminals are rarely involved in smuggling due to the unreliable nature of the market for radiological materials and the threat radiological smuggling could pose to professional criminals' ability to wield political power and operate legal commercial enterprises.  相似文献

This article examines the geopolitical dynamics associated with the African Union (AU) and United Nations hybrid operation in Darfur (UNAMID) from the start of the Darfur conflict in 2003 until the time when UNAMID became fully operational in 2011. It provides an overview of the complex forces and geopolitical dynamics that affected the deployment of UNAMID and shaped its unique hybrid character. It mainly highlights those primary geopolitical factors that hindered the full deployment of UNAMID. It is concluded that this period was a showcase for the newly established AU and its support for its member states, as well as a new approach for the international community to maintain international peace and security in alliance with regional organisations.  相似文献

ABSTRACT

There is a lingering disagreement among scholars on how the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) affects nonproliferation and disarmament outcomes. Drawing on constructivist scholarship on international norms, this article examines the extent of the NPT's effect in the case of Ukraine's nuclear disarmament. In the wake of the Soviet Union's collapse, Ukraine found itself host to the world's third largest nuclear arsenal. Despite Ukraine's initial commitment to become a non-nuclear state, it proceeded along a difficult path toward NPT accession. Most controversial and directly at odds with the NPT was Ukraine's claim to ownership of its nuclear inheritance as a successor state of the Soviet Union. This article argues that, while much domestic discourse about the fate of these nuclear weapons was embedded in the negotiation of Ukraine's new identity as a sovereign state vis-à-vis Russia and the West, the NPT played an important, structural role by outlining a separate normative space for nuclear weapons and providing the grammar of denuclearization with which Ukraine's decision makers had to grapple.  相似文献

ABSTRACT

Widespread and often exaggerated generalizations about the global spread weapons of mass destruction (WMDs) have proven to be not only misleading and technologically naïve, but also unhelpful in formulating effective policies to counter their threat. The new book by George Mason University's Sonia Ben Ouagrham-Gormley dispels the popular narrative that governments and terror groups can easily—and inevitably will—develop WMDs, particularly biological weapons, by exploring the complex external and internal conditions that such programs require, as demonstrated by the Cold War-era biological weapon programs of the superpowers. This empirically grounded and realistic assessment of how states try—and often fail—to develop such programs offers a more reliable basis to craft realistic counterproliferation policies that can elicit international support.  相似文献

After only ten years in existence, the African Union (AU) has already made its mark on the landscape of peace and security in Africa. This paper seeks to explore the relationship between the AU's leading collaborative interstate security policy, the African Peace and Security Architecture (APSA), and sustainable peace in the Horn of Africa. It examines four countries – Djibouti, Eritrea, Ethiopia, and Kenya – and how engaging with the APSA through early warning systems can contribute to developing the elements necessary for sustainable peace, namely regional stability, conflict management, and good governance.  相似文献

Since the post-World War II genesis of nuclear deterrence, two presidential initiatives have been presented to deliver humanity from the threat of its failure. The first was the Strategic Defense Initiative (SDI), a constellation of space- and ground-based systems that President Ronald Reagan envisioned would render nuclear weapons “impotent and obsolete.” The second is President Barack Obama's roadmap to “a world without nuclear weapons,” commonly referred to as “Global Zero.” While these proposals appear to have little in common, deeper investigation reveals a number of provocative similarities in motivation and presentation. Moreover, both generated fierce debate, often with ideological overtones, about their strategic desirability and technical feasibility. We use these parallels, as well as prominent dissimilarities, to draw lessons from the SDI experience that can be applied to the debate over Global Zero.  相似文献

Nuclear deterrence is sometimes treated as a known quantity—a definite thing that keeps us safe and ensures our security. It has also often been used as a justification for possessing nuclear weapons. Nuclear deterrence, however, is based on an unexamined notion: the belief that the threat to destroy cities provides decisive leverage. An examination of history (including recent reinterpretations of the bombing of Hiroshima) shows that destroying cities rarely affects the outcome of wars. How is it possible that an action that is unlikely to be decisive can make an effective threat? Recent work on terrorism suggests that attacks against civilians are often not only ineffective but also counterproductive. And a review of the practical record of nuclear deterrence shows more obvious failures than obvious successes. Given this, the record of nuclear deterrence is far more problematic than most people assume. If no stronger rationale for keeping these dangerous weapons can be contrived, perhaps they should be banned.  相似文献
